Unfortunately, the scheduled meeting in Katsina was disrupted by hired thugs immediately after it commenced.

The sessions brought together retired security officers, civil servants, captains of industry, academics, students, and religious leaders as well as Chairmen of some of the affected Local Government Areas. Discussions were frank, robust, and focused on the deteriorating security environment in Katsina State.

The primary objective was to brainstorm and propose workable recommendations for consideration by the Katsina State Government, security agencies, traditional and religious leaders, and civil society stakeholders. Participants emphasized that security is a collective responsibility that cannot be left to the government and security forces alone. All actors including communities, traditional and religious institutions, civil society, the private sector, and the media must collaborate to dismantle insecurity and rebuild public trust.

RESOLUTIONS

After extensive deliberations, the following resolutions were adopted for urgent consideration and implementation by the Katsina State Government and other stakeholders:

1. Integration of Non-Kinetic Approaches

While military action is indispensable, the battle against insecurity cannot be won by force alone. Dialogue, reconciliation, intelligence gathering, poverty alleviation, and social reorientation must complement military operations. Government, security agencies, traditional rulers, religious leaders, academia, the media, and civil society all have critical roles to play in this process.

2. Strengthening Community Awareness and Participation

Communities should be sensitized to actively participate in intelligence sharing, vigilance, and neighborhood security initiatives. Civil society and the media must also help counter disinformation and propaganda often spread by bandit groups and other non-state actors.

3. Establishment of an Integrated Security Network

The state should develop a multi-layered security framework that integrates local vigilante groups, community watch corps, and advanced surveillance technologies such as drones, CCTV systems, and digital early-warning platforms to enhance coordination and response times.

4. Disrupting Logistics and Financing of Bandits

The transportation of fuel, food, drugs, and ammunition to bandit enclaves must be blocked. Collaborators whether traders, transporters, or middlemen should be treated as enablers of terrorism and prosecuted accordingly. Financial intelligence mechanisms must also track illicit wealth, ransom payments, and suspicious money transfers that sustain criminal operations.

5. Monitoring and Investigating Youths with Unexplained Wealth

Drug abuse and cybercrime among youths fuel criminality. The NDLEA and local security outfits should intensify crackdowns on drug dealers, while communities, schools, and religious institutions should take ownership of preventive campaigns. Security agencies must also investigate flamboyant lifestyles and unexplained wealth among youths, as such patterns often indicate links to crime.

6. Role of Traditional and Religious Leaders

Traditional rulers, religious scholars, and community elders should be empowered to expose informants, neutralize collaborators, and guide youths away from radicalization. The misuse of religion by criminals to justify violence must be countered through coordinated sermons, community dialogues, and peace advocacy.

7. Closure of Schools

In view of the fact that a number of schools in areas ravaged by banditry were closed down for a long period of time, this has definitely created a gap in the educational system. The Government should have a remedial plan for all communities where schools have been closed.

8. Imperatives for Leaders to Reside in Their Communities

The local leaders (Traditional Rulers and Local Government Chairmen) must be made to reside in their various communities, and elected members of National and State Assembly must be regular in their constituencies so as to nip any crisis in the bud within the shortest possible time.

9. Need for North West Governors to unite and fight banditry

There is the urgent need for all Governors in the North West Geo-Political Zones to put their heads together to fight insecurity from a common position as a solution in one state could open the door for intensified banditry and in a neighboring one. A special squad could be created, trained and mobilized to defend locals against banditry and other forms of insecurity.

10. Boosting Agriculture and Livestock Development

The Government should invest in Agricultural production by empowering farmers with farm inputs such as fertilizer, improved seedlings, herbicides, pesticides etc to boost Agricultural production. Similarly, grazing reserve should be carved out for rearing of animals to boost the local economy of herdsmen.

11. Zero Tolerance for Compromised Security Personnel

Any security operative found colluding with bandits must be promptly reported, investigated, and prosecuted. Impunity within the ranks of security forces undermines public trust and emboldens criminals.

12. Conditional Peace Agreements

Peace agreements with bandits must align with a unified state-wide policy to avoid contradictions between local governments. While dialogue is acceptable, total disarmament, surrender of arms, and deradicalization must be non-negotiable. Rehabilitation and vocational training should be provided for repentant bandits under strict monitoring to prevent relapse. Amnesty without accountability should be avoided.

Equally, widows, orphans, and other displaced victims of banditry must be profiled and supported with counseling, compensation and livelihood opportunities to prevent destitution and begging on the streets.

13. Border Security Enhancement

Given Katsina’s strategic location as a border state with Niger Republic, cross-border patrols, customs vigilance, and international cooperation must be strengthened to block the inflow of arms and the movement of criminals.

14. Tackling Root Causes of Insecurity

Poverty, unemployment, illiteracy, and the collapse of rural economies provide fertile ground for criminal recruitment. Youth empowerment through skills acquisition, agricultural revitalization, and opportunities in the digital economy should be prioritized.

15. Adoption of Some Security Models

Wealthy individuals, philanthropists, and corporate organizations in Katsina should be mobilized to pool resources for community defense initiatives, including logistics support, vehicles, motorcycles, and modern technology to match bandit firepower.

16. Socio-Economic and Governance Issues

Local Government Areas (LGAs) should be adequately funded and empowered to respond swiftly to security threats. Security trust funds with transparent accountability mechanisms should be established at the LGA level. Councils of Elders should also be created to mediate conflicts, advise on culturally sensitive interventions, and foster reconciliation with repentant bandits where appropriate.

17. Social and Cultural Concerns

Peace education, civic responsibility, and conflict management should be mainstreamed across institutions. Students should form Peace and Security Clubs, partner with civil society, and engage in peer sensitization against drug abuse, criminality, and extremist ideologies. They can also volunteer in ICT-driven crime monitoring and grassroots reorientation campaigns.

18. Strengthening KSCI’s Advisory Role

The Katsina Security Community Initiative reiterates that its role is advisory thereby providing citizens’ voices, policy input, and community-based solutions to support government and security agencies. It will continue to engage stakeholders for sustainable peace and security in the state.

19. Government’s Current Efforts

The sessions notes the Katsina State Government for its ongoing anti-banditry operations, provision of modern logistics to security forces and strengthening community involvement.

The visit to the President by Katsina Stakeholders, which facilitated the deployment of additional troops to frontline LGAs, is a step in the right direction. Equally commendable is the planned meeting of Katsina stakeholders scheduled for Sunday 14th September 2025 aligns with the objectives of KSCI in integrating kinetic and non-kinetic approaches to tackling insecurity.

CONCLUSION

The meetings reaffirmed that security in Katsina is not solely the responsibility of government but a shared duty requiring synergy between government, traditional rulers, religious leaders, civil society, academia, students, and the private sector.

It was unanimously agreed that unless urgent, coordinated, and multi-dimensional measures are taken, Katsina risks further deterioration in security, worsening food insecurity, and economic collapse. Participants pledged to continue engaging stakeholders through dialogue, research, advocacy, and community mobilization to restore peace and stability in the state.

Signed:

Dr. Bashir Kurfi. Abdullahi Hassan Kofar Sauri

Convener. Secretary

08063021403. 08034524194

Insecurity particularly banditry, kidnapping, cattle rustling, and other associated crimes such as rape and enslavement remains the most pressing challenge confronting Katsina State and the wider North-West Geo-political Zone of Nigeria.
